Chinese Famille Rose Mille Fleur porcelain teapot, characterized by its "thousand flowers" (dense, every-over pattern of small flowers) design on a black background. I believe this piece is from the 1950s. The floral pattern against a black background is known as "famille noire".
The red markings on the bottom could be a maker's mark or a reign mark, which can help determine the age and origin of the piece. 

This design became in-demand during the Qing Dynasty, particularly in the Qianlong and Jiaqing periods.
 Pieces with these characteristics can date from the late 19th to mid-20th century.
